About Us
The function of the organisation with respect to emergencies can conveniently be divided into four categories:
- Informing - Creating and distributing information that helps individuals and private organisations prepare for emergencies and know how to seek assistance when needed.
- Warning - Analyzing and forecasting potential emergencies, and developing systems that provide timely and accurate warnings to both the public and emergency responders.
- Co-ordination - Establishing systems to ensure that resources are effectively mobilized and applied during emergencies and disasters.
- Providing - Supplying and maintaining emergency resources, including reallocating regular resources to meet urgent needs during a crisis.
The management of a disaster is beyond question an inter-sector activity. Co-operative action is essential. It is again this backdrop that the Grenada Disaster Preparedness Toronto collaborates with national disaster management committees and government agencies, private sector and non-governmental organizations and community groups.
Our Team

Unison Joseph
Chairman
Unison Joseph is a true champion of community initiatives. He is known throughout the diaspora for his positive influence, integrity and relentless effort in developing Grenada, Carriacou and Petite Martinique. Whether through contributions to other organisations, spearheading volunteer committees, organising fundraisers, or conducting informational seminars, Unison uses his skills, professionalism and compassion for the betterment of the community.
He is committed to building strong community engagements and has been instrumental in leading many disaster relief efforts for Grenada and other Caribbean countries.
Wayne Joseph is a Graduate of Grenada Boys Secondary School and De Vry Institute of Technology. During his time in Grenada he served as an Executive member of Grenada National Basketball Association; Grenada Basketball Coaches Association; Honved Sports Club and Council member Grenada Football Association.
After migrating to Canada, Wayne still continued to serve the community. He has coordinated various disaster response initiatives, crisis management and training and education. His level of community involvement demonstrates his dedication to the community. In 2024, Wayne was the recipient of The Lydia Calliste Community Service of Excellence award.

Cathy Neckles
Administrative Officer
Cathy Neckles is responsible for the corporate governance, compliance, financial management, and administration of the organization's activities as well as the custodian of corporate records.
Her foresight and dedication to the organization's long-term goals ensure that initiatives are not only well-planned but also effectively implemented for the betterment of our community. Cathy's unwavering commitment to excellence and love for Grenada, Carriacou and Petite Martinique coupled with her ability to motivate others have been a driving force behind our many achievements.
As a champion and advocate for volunteerism and civic participation, Tornelle is actively involved with her local community and serves on various boards in the Greater Toronto Area. With a Masters Degree in Media, Communication and Public Relation (Distinction), she fuses her skills to develop and execute impactful communication strategies, raise awareness, manage public relations and drive sustainability initiatives and programs.
Tornelle’s devotion for volunteering has impacted countless individuals and organizations, building a spirit of camaraderie and strength wherever she goes. For the many ways she gives to the community, passion for excellence, integrity, selfless commitment to others and her unwavering sense of duty, Tornelle is a role model and an inspiration to many.
